Is this the current accepted practice?
Asking because I was about to submit the PR for #37093 and because I’d read this comment, I thought to remove the below line in pull_request_template.md as part of that:

I wasn’t sure though, so I just left it in for now.

that is about to be proposed if this does become true in the future
