Django, Docker, Postgres Configurations

Hi, Im trying to figure out the most recent versions to be able to get a simple Django application to run on docker. I am using Pipenv as the package manager, I keep getting this error I have been unable to figure out.

This is when I try to run the server, I have checked, double checked and reinstalled psycopg. Everything works as expected until I try to integrate Postgres.

Compatibility issues with version?

Im working on this using a Mac
